On November 24th 2015, Dubai-based famous media group CPI held The 2015 edition of the Big Project Middle East Construction and Sustainability Awards of Excellence at Emirates Tower, Dubai. The New Headquarters Building Project of the Central Bank of Kuwait undertaken by Kuwait Representative Office of CSCEC ME defeated many mega projects in the Middle East (including Abu Dhabi International Airport Midfield Terminal Building Project and Mall of the Emirates Project) won the award title of Project of the Year.

The Central Bank of Kuwait Project is considered as one of the excellent projects completed recently in the Middle East. The project is located in the central area of Kuwait Bay with contractual value about US$ 420 million. This building has become a new landmark of Kuwait and been printed on the country’s currency.

After receiving the award, Mr. Yu Tao, Present & CEO, had an interview by the organizer on behalf of CSCEC ME. Mr. Yu said, winning this award is a result of our company by following the operation principle of “Quality is weightier than Mount Tai and excellent services are universally available”. Besides, our Company Management pay close attention to high quality and have good faith in compliance with delivering excellent projects. In the following years, the Company will continue to carry out “One Belt and One Road” strategy to deliver more outstanding projects in the Middle East.

Big Project Middle East’s Construction and Sustainability Awards of Excellence is an annual event aims to recognize and appreciate the efforts of the construction industry throughout the GCC as it strives to maintain the high standards and quality that it is renowned for across the world. The Project of the Year award announced at the end of the ceremony is considered to be the prestigious award with the highest value among all the awards categories. After the awards ceremony, a large number of personnel in the construction industry who attended this ceremony extended their congratulations to CSCEC ME and they highly complimented on the Central Bank of Kuwait project as it represents the highest standard and quality in the GCC countries.


Madame Li Haifeng, Vice Chairman of the 12th CPPCC, National Committee led the delegation to visit the CSCEC ME Viceroy Hotel Project in Palm Jumeirah, Dubai on 19th November, 2015. Ambassador Chang Hua, Consul General Li Lingbing, CPPCC National Committee member Peng Xiaofeng were present during the visit.

On the site of Viceroy Hotel Project, Mr. Yu Tao, President & CEO of CSCEC ME, along with the Company Management extended warm welcome to Madame Li Haifeng and her delegation for their visit. Mr. Yu then delivered a presentation regarding the business operation of CSCEC and its overseas development, especially emphasizing the achievements CSCEC ME obtained in the Middle East. Mr. Yu summarized the Company’s ten-year development as of “creating one brand and realizing three targets”, interpreted as building up the well-known branding of CSCEC in Middle East construction market, achieving three targets in terms of business  expansion, prompt and timely collection of receivables as well as implementing the strategy of internationalization and localization.

Madame Li Haifeng highly appreciated the accomplishments CSCEC ME made. She expressed that she was proud of being a Chinese as these landmark buildings undertaken by CSCEC were seen as business cards to build up the branding of CSCEC and represent the image for Chinese companies. After a decade of development, CSCEC ME had expanded its business scale, created more employment opportunities, won many prestigious awards so as to gain good reputation for Chinese. Besides, Madame Li Haifeng was very impressed by Mr. Yu and the Company Management for their hard work and dedication for working in the Middle East for over ten years. She hoped that CSCEC would continue to seize the future opportunities in the GCG countries, further develop itself and contribute more to the local society.

At the end, Madame Li Haifeng awarded a silk banner to CSCEC ME on behalf of CPPCC and greeted everybody on behalf of the Chairman of the CPPCC National Committee to express their gratitude to the staff of CSCEC ME for their contribution.

Emirates Road Project undertaken by Civil & Infrastructure Division of CSCEC ME won the award of 2015 Luban Prize on November 9th, 2015. It is the third time that CSCEC Middle East (L.L.C) was granted Luban Prize followed by Skycourts Project and Sheikh Khalifa Specialist Hospital Project. Besides, it is also the first infrastructure project of CSCEC ME won this prestigious award.

Mr. Yu Tao, President & CEO of CSCEC Middle East (L.L.C.), expressed his congratulations to the project team who received the prize, and hoped that the team would keep working hard to achieve more fulfillment. In addition, Mr. Yu Tao encouraged corporate project management team to set them as model, and to create more advanced, approachable, efficient, and influential achievement, giving their intelligence and strength to enhance the Company’s capability in project management and application, furthering corporate project management to be more regularized, standardized and scientific.

Luban Prize, initiated in 1987, is the top prize for quality in China’s construction projects, representing the advanced level of quality for the domestic construction works. The appraisal of the prize is conducted by China Construction Industry Association under the guidance of Ministry of Housing and Urban-Rural Development.

CSCEC ME was invited to attend the UAE Flag Day activity on 3rd October, 2015, organized by The Rashid Centre for Disabled (RCD) as part of its Corporate Social Responsibility (CSR) activity. The representatives of Executive General Office participated in the celebratory ceremony on behalf of the Company.

In the presence of Shaikh Juma Bin Maktoum Al Maktoum, Acting Chairman of the centre, students of Rashid Centre stood in army attire and national dress as the Emirati flag was hoisted. Students also sang national songs praising the country and performed before the crowds in celebration of the joyful occasion.

Also, several local well-known enterprises such as Standard Chartered Bank, UAE Exchange, Bank of Sharjah, Zenith, etc. were invited to join the celebration.

CSCEC ME is dedicated to building a good image of the international multinational enterprise by actively participating in various CSR activities since entry into the UAE market. The Rashid Center for Disabled expressed their appreciation to CSCEC ME for constant support to the center.

Civil & Infrastructure Division of CSCEC Middle East received the Letter of Acceptance from Ministry of Public Works to be the Main Contractor for Improvement and Upgrading of Al Badee Interchange on Emirates Road (E611) on October 21st. The total contract value is AED 152 Million which is equivalent to US Dollars 41 Million and the contract duration is 730 days.

The Al Badee Interchange Project is located in the border of Sharjah and Dubai at the intersection of Emirates Road and Sharjah Maliha Road. This upgrade of the interchange provides a high capacity directional ramp for the traffic movement between Sharjah and Dubai which will expect to improve the traffic operation of the interchange significantly. The length of the required upgrading are about 5.8 km Emirates Road and about 3.88 km of Sharjah Maliha Road. It also includes four bridges and connecting ramps with MSE walls, improvement of road lighting network and drainage network, etc.

CSCEC Middle East won the Tekla BIM Award 2015 Middle East of the Public Projects Category for the Midfield Terminal Building-Steel Works Project On October 28th.

The award was voted by both mass public and professional expertise. CSCEC ME defeated other nine competitors with the excellent design concept and the ultra-high difficulty. As the result, CSCEC model will represent the Tekla Middle East to go on to compete in the Tekla Global BIM Awards, 2015. This prestigious honor would help to boost CSCEC steel structure design reputation in the Middle East, and even the whole world.

Tekla is a well-known BIM software developer provides model-based software for customers in construction, infrastructure and energy industries worldwide. The Tekla Awards are an international competition that attracts Tekla customers worldwide. The awards are an endorsement of the expertise in this area and demonstrate that BIM implementation will play a significant role in building many complex and iconic structures and leading the construction industry’s development.


The Official Launch of “The Business Year: Dubai 2015” & Award Ceremony was held on 25th October by the well-known British magazine The Business Year at Shangri-La Hotel in Dubai. CSCEC ME stood out from many famous contractors and was awarded the title of “Contractor of the Year”.
After a decade’s development, CSCEC ME L.L.C has become one of the prominent contractors in the UAE construction market and the branding of CSCEC has gained good reputation. By September 2015, CSCEC ME has made an accumulated contract amount of USD 5.5 billion in the UAE. The Company has undertaken construction of over 40 projects of all kinds, such as residences, hotels, hospitals, office buildings, roads, bridges, airport, etc.
The representative of Director General of Department of Economic Development and CEO of Dubai FDI were present at the ceremony and congratulated Mr. Yu Tao, President & CEO of CSCEC ME for winning the award. They also expressed their gratitude to CSCEC for the contribution to local economic development.
“The Business Year: Dubai 2015”awards are established by the famous British magazine The Business Year along with the local government of Dubai FDI. The candidates covered various companies in the Middle East and with a view to promote further development of the Emirate in all sectors, such as finance, industry, telecoms and IT, media, real estate and construction.

Civil & Infrastructure Division of CSCEC ME obtaineded the Letter of Acceptance from Dubai Road &Transport Authority (RTA) to be the Main Contractor for PROJECT R921/1B: Improvements of Al Wasl Road – Phase 1B Interchange 2.5. The total contract value is AED 4800 Million, which is equivalent to US Dollars 132 Million, and contract duration is 900 days. The commencement date starts on 11th October 2015.
The proposed Interchange (IC) 2.5 is located on the segment of Sheikh Zayed Road between Interchange 2 and Interchange 3. This project is about to provide free flow connection of Al Wasl Road/Jumeira Road traffic to Al Khail Road.
There are 5 bridges namely Bridge Main-SN-1, Main-NS-1, Bridge RMPES, RMPSW2-2, RMPWN crossing the existing Sheikh Zayed Road. In between, 2 Nos of bridges (Main-SN-1 & Main-NS-1) will fly over the exiting Dubai Metro, and 1 bridge (RMPES) will cross beneath existing Dubai Metro.
The project also includes the construction of grade road, bridges (3.7km), roadways signage and pavement marking, street lighting, storm drainage, sewerage and irrigation, diversion and/or protection of existing services and other new services. It is a challengeable project that requires high standard requirements of interface, quality, safety and health management.
Interchange 2.5 is the 7th project which awarded by the client RTA, and it is also the 2nd project of RTA awarded to CSCEC ME followed by the project of Dubai Parks Access from Sheikh Zayed Road within this year.

On September 25th, the seminar on the Chinese Enterprises’ Business Development in the MENA Region was held in the Embassy of PRC in Abu Dhabi. The seminar was chaired by Ambassador Chang Hua, meanwhile Mr. Zhang Yi, Special Envoy of the Chinese Government and Chairman of the State-Owned Assets Supervision and Administration Commission of the State Council (SASAC), was present and also delivered an important speech.
On behalf of CSCEC, Mr. Yu Tao, President & CEO of CSCEC ME introduced CSCEC’s overseas operations to Mr. Zhang and all other delegates, especially emphasized on the business activities in the Middle East. Mr. Yu expressed that CSCEC’s success in the Middle East could be summarized by four outstanding achievements. First of all, CSCEC ME made a significant breakthrough for promoting the branding of CSCEC; secondly, the Company has grown rapidly with a “corner overtaking” development pattern. Thirdly, the company had adjusted and diversified its business model and last but not least, the Company is transformed to be more localized and internationalized. Besides, Mr. Yu pointed out that the Company faced the problem of high financing cost related to project financing and investment in the Middle East. In response, Mr. Zhang called on the relevant authorities concerned should work together to solve the problem so as to implement the “One Belt, One Road” strategy.
The meeting was ended by the speech of Mr. Zhang. During the speech, he highlighted the essential meaning of the “One Belt, One Road” strategy and hopes that Chinese enterprises will further develop the business as well as deepen mutually beneficial corporation with countries in the MENA area.
Mme. Li Lingbing, the Chinese Consul-General in Dubai and representatives from more than twenty Chinese enterprises also attended the conference.

On July 28th, 2015, CSCEC Middle East (L.L.C) received the official Letter of Acceptance from Damac Crescent Properties LLC for the Main Works Package for the project of P021.05-DXB-2012 Akoya Artesia Plot E006 at “Akoya by Damac”. The contract value is AED 476,500,000.00.

This project consists of 4 towers connected by a retail podium, located on Al-Hebiah Third, Dubailand (Mudon), Dubai, UAE. Tower A is a 4-star hotel with fantastic appearance and facilities. And Tower B, C and D are serviced apartments. The total built up area is 163,780 m2with total construction duration of 900 days.

Akoya Artesia Tower is the third cooperation with Damac after Lake View Tower and Lake Terrance both awarded in the year of 2006. Trust that it will be a new start of our future cooperation.
