Building Division of CSCEC Middle East received the Letter of Acceptance from Union Properties PJSC to be the Main Contractor for undertaking the construction of OIA Residence on 6th January, 2016. The total contract value is AED 235 million.

The OIA Residence is located at the central area of Motor City next to the Metropole School with 269 units of apartments and its associated facilities. There is one basement and 6 levels of super structure with total. The community is furnished with secure parking, swimming pools, gyms center, squash court and other diverse living facilities.

As this is the first project with Union Properties PJSC, the award of OIA Residence is a great start for building up the business relationship with another major developer in the local market.

CSCEC Middle East (L.L.C) has been officially awarded the main contract package of the Hameni Tower Project recently by ZAYA Real Estate Development with the contractual value of AED 348 Million.

The Hameni Tower project is a 33-storey building located at the heart of Jumeirah Village Circle including 467 apartments, 4 levels of parking, coffee/lounge, gym, swimming pool and kid’s pool. The total height of the building is 126.15 meters along with a plot area of 6,420.25 square meters.

The project team has been formed and the mobilization as well as construction are progressing in full swing.

Hameni tower

On 2015 December 17th, more than 400 laborers from Hameni Project of CSCEC ME received new year gift bags from The Els Club. The gift bags were distributed on site around the lunch break. Mr. Chris Brown, General Manager of The Els Club and Mr. Tian Sanchuan, Executive Vice President of CSCEC ME were present and delivered New Year Wishes to all of the project laborers.

Founded by Mr. Ernie Els, former World No.1 golf player, The Els Club is a famous golf club with business operations in Dubai, South Africa and Malaysia. The Elf Club Dubai was established in Year 2008 and is now one of the best local golf clubs. The Club organizes gift-sending activities every year. This year is the first year for CSCEC ME to be chosen as the receiver.

Mr. Ma Wenlong, President Assistant of CSCEC ME, the representatives from The Els Club as well as the representatives from Executive General Office were present.

The winning projects, professionals and projects were announced on 25 November 2015 for the eighth annual Middle East Architect Awards held at The Ritz Carlton Hotel in Dubai. Viceroy, Dubai, Jumeirah Village Project was the winner in the category of Leisure & Hospitality Project of the Year.

Viceroy, Dubai, Jumeirah Village Project is the second collaboration between CSCEC ME and Skai Holdings Ltd. The renowned global consultancy Atkins has been appointed as lead designer of the project.

The project is located at the heart of Jumeirah Village Circle (JVC), which is at the junction between Al Khail Road (E44) and Sheikh Mohammed Bin Zayed Road (E311), and it is close to future world largest airport Al Maktoum Airport. The proposed 59-storey high-rise tower  is  comprised of a 4-star hotel with 234 hotel rooms, 234 hotel apartments and 30 penthouses, retail, specialty restaurant, and relevant hotel amenities, facilities and support areas.

The Middle East Architect Awards programme consisted of 15 categories in total, covering the entire spectrum of architecture, from residential to cultural and public. The awards aim to recognise the best projects and people from throughout the GCC in 2015, ranging from the world’s tallest towers to one-off villas, and veteran designers to those bright young architects just starting out in the region.

The Construction Week Awards 2015 were held in Dubai on December 9th, 2015 at the Intercontinental Festival City Hotel. CSCEC ME defeated many famous local and international contractors and was honored as Sub-contractor of the Year.

The MEP Division of CSCEC ME was founded in April 2006. The division has been MEP contractor for more than 20 projects covering villas, hotels, offices, hospitals and airports. It has grown into a well-known MEP contractor in the Middle East. MEP Division has reached a major milestone in its development by winning the award of the Sub-contractor of the Year.

After receiving the award, Mr. Wang Maosheng, Vice Present of CSCEC ME, had an interview by the organizer on behalf of CSCEC ME. Mr. Wang said winning this award is a result of our entire team’s hardworking. This award could fully represent the first-class capability and good reputation in the market. The Company will focus on big projects and continue providing first-class service.

Now in their 11th year, the Construction Week Awards are the foremost event celebrating the achievements of the region’s construction contractors. The awards seek to recognize and reward individual excellence, corporate prowess and project success.

CSCEC Middle East has won the Tekla Global BIM Award 2015 in the Public Projects Category for theMidfield Terminal Building-Steel Works Project which announced by Tekla on December 6th, 2015.

Open to online public voting, CSCEC ME defeated eight competitors based on the excellent design concept and the extreme difficulty in execution of its fabrication and construction. 

Tekla Structures is an internationally recognized leader in BIM software supporting both design and fabrication. It serves a client base in construction, infrastructure and energy industries worldwide. Attracting recognition worldwide, this award is an endorsement of our expertise using technology in support of construction, and that our work demonstrates how BIM implementation plays a significant role in the construction of complex and iconic structures for the entire construction industry.

The Volunteer Team of CSCEC ME took part in the “Clean Up UAE 2015” campaign on 5th December. Fifteen volunteers, mainly new staffs, joined other two thousands volunteers from local companies, schools and organizations, cleaning tonnes of waste around Dubai Nad Al Sherba area.

Organized by Emirates Environment Group, “Clean Up UAE” is one of the biggest environmental campaigns in UAE, aiming at spreading awareness among the community of the necessity of preserving the environment by maintaining cleanliness, recycling and making this an integral part of the daily culture of the UAE society. It was our third year attending this event.


The MEED’s 11th Annual Kuwait Projects Conference took place from November 24th to November 25th at the Kuwait Regency Hotel. Mr. Yang Chunsen, Vice President of CSCEC ME and Mr. Li Biao, Deputy General Manager of Kuwait Representative Office attended the conference on behalf of CSCEC ME.

The 2015 edition of the Conference focused on the mega-projects shaping Kuwait’s landscape, spanning the PPP sector, healthcare, housing, power & water and large infrastructure projects. It further grasped key decisions & movements taking place within Kuwait’s projects market.

Mr. Li Biao participated in the Panel Sessionon the theme of “Developing mega-projects within Kuwait”. He briefly described CSCEC’s advantages to implement the mega-projects in Kuwait. Besides, he also pointed out the areas of concerns occurred in the daily operation, such as inconvenience in obtaining valid Kuwait visa and visa transfer procedure for foreign companies, malicious bidding by some large companies and other constraints in the Kuwait mega projects for foreign companies.

Representatives from the Ministry of Electricity and Water, Ministry of Health, Kuwait Authority for Partnership Projects, Public Authority for Housing Welfare, Kuwait Direct Investment Promotion Authority and the Kuwait Society of Engineers, Ministry of Education, Central Tender Committee (CTC) and some local well-known companies, banks were present at the Conference.

At the same time, a lot of attendees from government departments and local companies were attracted by CSCEC exhibition booth, which greatly improve our reputation in the Kuwaiti market.


The Ministry of Public Works (MOPW) celebrated the 44th National Day of the United Arab Emirates at the Al Amal Psychiatric Hospital Project on 26 November, 2015, in the presence of Her Excellency Eng. Zahra Al Aboudi, Undersecretary of the Ministry of Public Works, Senior Lieutenant Colonel Abdul Salam Al Shamsi, Director of the Security Inspection Department (K9) at Dubai Police, Mr. Tian Sanchuan, Executive VP of CSCEC ME and Mr. Zheng Chunguang, Deputy General Manager of CSCEC ME.

The celebration began with the UAE national anthem, followed by a brief cutting ceremony. Moreover, there were wonderful performances at the celebration, such as police dogs command performance, traditional Arabic dance, signing campaign, etc.

Ms. Afifa, the Resident Engineer from MOPW expressed that the leaders and guests from MOPW have high remarks on the celebration and they are well pleased to see parts of the project have already been completed exquisitely. As a Client, they are very grateful to the efforts made by CSCEC ME and its team to accelerate the progress of the project. They look forward to the completion of this project.


On 22nd November, 2015, the Contract Signing Ceremony for Academic Support Facilities at Sabah Al-Salem University City (hereinafter referred to as ACSF Project) was held successfully at the site of Kuwait University Project. Mr. Yang Chunsen, Vice President of CSCEC ME, signed the contract with Dr. Hussein Al-Ansari, President of Kuwait University, which was witnessed by H.E. Wang Di, Chinese Ambassador to Kuwait, H.E. Dr. Bader Al-Essa, Minister of Kuwait Higher Education and Mr. Yu Tao, President & CEO of CSCEC ME.

After the signing ceremony, Mr. Yu made a speech on behalf of CSCEC. He expressed, “Kuwait University ACSF Project is the key project to CSCEC ME in the following years. We would collaborate closely with the Client, Consultant and all other parties to complete the project with high quality”. Dr. Hussein said, “ACSF Project is a national strategic project planned by The State of Kuwait. It is an important step for us to sign the contract between CSCEC ME and Kuwait University“. 

The ACSF Project is the first government project to be undertaken by Kuwait Representative Office, meanwhile it’s also the second mega project awarded to CSCEC ME since we launched the Middle East Regional Operation Strategy. The project consists of 27 unit buildings divided into 6 plot packages, eg. Plot 225 Administrative Staff Club, Plot 601 Men’s Students Housing, Plot 602 Women’s Students Housing, Plot 603 Model School, Plot 800s Support Facilities and Plot 805 Academic Units along with seven external works in addition to the 6 plot packages. The project’s contract value is around US$ 463 Million with 1280 days construction duration.
